President's Commission on Law Enforcement President's Commission on Law Enforcement In 1965, the United States faced what was then seen as a startling combination of an unfair criminal justice system, heavy-handed and unenlightened police tactics and a rising crime epidemic. In response, President Lyndon Johnson convened a special Commission on Law Enforcement and the Administration of Justice  on July 23, 1965. The commission consisted of 19 men and women appointed by the President, 63 full-time staff members, and 175 consultants. For the next two years, the commission embarked on the lofty and laudable task of exploring every facet of the American criminal justice system and, in 1967, released its final report. The ambitious report, The Challenge of Crime in a Free Society, issued seven objectives and more than 200 specific recommendations. Decades later, their findings are still valid. So what did they have to say? Lets take a look at the objectives they identified as the path to tackling crime and maintaining freedom. First Objective: Preventing Crime: The commissioners made it clear that the first key to addressing crime is to work toward preventing it in the first place. They rejected the notion that crime was solely the problem of the police and courts and insisted on the critical role society as a whole plays in being crime free.They stressed the importance of the family, the school system, and job creation and counseling in developing well-adjusted and productive members of society.They also recognized that a critical component to crime prevention was a surety of being apprehended. That is to say that the more likely one felt they were to get caught, the less likely they were to commit crimes. To that end, they recommended the implementation of computer-assisted command and control systems and predictive policing models to better allocate manpower. Second Objective: New Ways to Deal with Offenders: In recognizing the potential harms that come to a person from incarceration, the commissioners recommended looking for new alternatives to dealing with some criminals.They encouraged the establishment of juvenile justice programs and officers, juvenile courts, and treatment programs that included the use of forensic and criminal psychologists. The goal: encourage rehabilitation and reduce recidivism.Third Objective: Eliminate Unfairness: The commissioners realized an inherent unfairness in the dispensation of justice among the states, which degraded the trust that Americans had in the police force and the criminal justice system. They made recommendations to expedite cases, reduce caseloads, and find alternatives to bail systems that punish the destitute. They also acknowledged the strained relationship between the police and the communities they serve, particularly in urban and poorer communities. To mitigate this, they recommended community relations programs to build partnerships, improve communications and increase trust. Fourth Objective: Enhance Personnel: The commissioners recognized the need for intelligent, well-educated personnel across the criminal justice system. They encouraged programs to encourage hiring and developing better-educated police officers by moving away from a single entry program in which anyone who meets at least the minimum qualifications to be a police officer is hired at the same level.Instead, they recommended a hiring system based on tiers in which officers are given pay and salaries commensurate with experience and education. They also recommended that states establish police standards and commissions to oversee them and to standardize professionalism and training. Fifth Objective: Research: In recognizing the need for new and innovative ways to respond to crime, the commissioners suggested devoting larger amounts of resources towards research. Specifically, they encouraged criminal justice entities to look into studying the impact of crime, the effects of various punishments on crime and ways to improve procedures within the policing, the courts and corrections.Sixth Objective: Money: Controlling crime is the responsibility of the community and the government, but it isnt cheap. The commissioners believed governments should commit more funding towards improving programs and increasing salaries for police officers and other criminal justice professionals. Seventh Objective: Responsibility for Change: Finally, the commission insisted that the responsibility for making changes in the criminal justice system belonged to all. Individual citizens, corporations, universities, faith organizations and governments alike all play a role in preventing and addressing crime in the communities.

Also referred to as an Individualized (or Individual) Career Plan or an Individualized (or Individual) Career Development Plan, it will help you reach your career goals. Before You Begin To begin developing a career action plan, first, choose an occupation. That endeavor usually requires a significant amount of effort. To simplify the task, or at least make it more orderly, follow the career planning process. It consists of multiple steps. The fourth and final is to create a career action plan. Steps one through three, in order, consist of: Self Assessment: During this step, use several self-assessment tools to learn about your  values, interests, aptitudes, and personality type. Your goal is to identify a list of suitable careers that match these traits. Ideally, there should be between 10 and 15 occupations on your list.Career Exploration:  Now that you know what occupations are suitable based on your self-assessment, begin to explore the ones that interest you. Dont do an extensive investigation into every single career on your list- only ones that are real possibilities deserve that sort of attention- but at least read a brief decision as not to eliminate any options based on preconceived notions about them. The occupation that appears on the surface as something you wouldnt like could end up being the one that interests you the most once you learn more about it. Dig deeper into the careers that you would consider pursuing. Begin to narrow down your list to approximately three to five occupations. Make a Match:  Armed with information about several careers, begin to make a final decision. Think about the pros and cons of each of your options. Consider job duties, educational requirements, earnings, and job outlook. Not only must you enjoy your work, but it also has to support your lifestyle financially and should have decent job prospects. It is imperative that you be able to fulfill the educational requirements. Choose the career that, based on this data, is the best fit for you. Setting Your Goals Now that you have chosen a career, it is time to set goals which will make up the foundation of your career action plan. Include short-term objectives which you can reach in under a year and long-term ones that will take from one to five years to achieve. A career action plan is different than a simple list of goals. It also includes all the steps you will need to take to reach them. To get started: First, brainstorm to come up with a list of all your goals. Remember this is your list, and no one is judging what you put on it.Categorize them into two categories: short-term goals and long-term goals. Applying to college or a training program, for example, will take under a year and is, therefore, a short-term goal while getting your degree or finishing the program is generally a long-term one.Identify any barriers that could threaten your ability to reach your goals and then figure out if and how you can overcome them. If you cant find viable solutions, you may need to reformulate your goals. If, for instance, you have a learning disability that could impede your ability to earn a degree, find a college that provides students with resources to help them succeed. Write Your Career Action Plan Finally, its time to write your career action plan. Your timeline for achieving your goals should start with your short-term ones and end with your primary objective, which at this point should be getting your first job. Some people find it helpful to begin their plan at the end. That is state the goal that will take the most time first, and work your way backward. There is no hard and fast rule, as long as your plan is easy for you to understand and follow. List each of your goals and indicate how long, approximately, it will take to achieve it. Then, beneath each one, write a bulleted list of every step reaching that goal will require. Include, as well, the barriers that might get in the way, along with workable solutions for overcoming them. Your career action plan should be flexible. Dont be afraid to make changes to it as you go. It may be necessary to add some short-term goals along the way. Once you reach your ultimate long-term goal, you may want to add another one, along with more short-term objectives to help you get there.

Non-destructive examination (NDE) techniques assess high-pressure vessel designs and equipment for fitness-for-service. Advanced technologies offer many improvements over traditional techniques such as liquid-penetrant testing, magnetic-particle testing, eddy-current testing, or single-element ultrasonic testing. In addition to providing more accurate assessments, speeding up turnaround times, and reducing maintenance costs, they can detect smaller defects in more locations. Typically, high-pressure vessel owners outsource NDE inspections to specialists, who work with a variety of inspection and analysis techniques daily. They perform on-site evaluations at their customers locations and offer many techniques to suit the need. NDE specialists now use advanced techniques to provide benchmarking of new vessels before they go into service, to execute repeated safety checks, and to inspect known defects to assess if they have grown. Photo source: Wikipedia.org NDE Techniques Guided-wave testing (GWT) shoots guided low-frequency ultrasonic waves along long sections of tubes, pipes, or other thick-walled reactor vessels. Its long-range screening detects changes in material properties due to corrosion or cracking around the circumference and changes in the cross sectional area in its path. When placed on a pipe, a wave collar emits waves that inspect 100% of the volume within its reach, sometimes extending to more than 100. The energy industry has used GWT testing for more than a decade, and other industries are now beginning to take advantage of its ability to inspect inaccessible piping and thick-walled components. Eddy-current array (ECA) techniques detect flaws in the surface of conductive materials by detecting changes in the eddy current from a probe coils magnetic field. The technology is similar to conventional eddy-current testing, but new ECA probes contain an array of coils that facilitate scanning large areas at once with sizes that fit specific part geometries. Not only can array probes inspect a vessel quicker than single-coil probes, but they more readily measure the size and location of flaws and improve the flaw-detection rate. Linear-phased array (LPA) inspections perform volumetric analysis using ultrasonics with probe heads that have an array of transducers that both transmit and receive pulses. When pulsed sequentially, they steer and focus an ultrasonic beam through multiple angles to image a components cross section. Depending on the ultrasonic signal power, the arrays focusing capability, and materials under test, LPA provides high-resolution measurements to detect small cracks deep within a solid part. Unlike conventional ultrasonic techniques, these advanced transducer heads can create 3D data that make it easier to locate and size flaws in objects with wall thicknesses in excess of 1. Rapid, Accurate, Permanent Record ECA and LPA inspection systems record the ultrasonic or eddy current output as well as the location of the probe tip in 3D space. Measurement involves holding a probe tip stationary or moving it around, either by hand or with a motorized controller or robotic arm. Remote monitoring with probes mounted in fully-automatic mode provides rapid, repeatable computerized data. Jeff Milligan, a senior engineer at Structural Integrity Associates, which performs comprehensive NDE inspections for customers with high-pressure equipment, says one of the most important advantages that digital 3-D measuring technologies such as these offer, is the ability to record and store data. Having a permanent record allows vessel owners to feel more confident about its condition. Multiple people can now analyze and verify the data, and a company can keep a permanent record on file to compare with future inspections. Manual techniques of the past did not allow that. Among the show’s stars, which include Kiefer Sutherland, is Maggie Q, a breakout star whose success may have caught you by surprise if you’re not a devoted fan of the new action series.Tweets by ABCDesignatedAll of us know the sudden need to be grounded when success hits, so we reached out to Maggie Q to learn from her.The first thing to know is that she’s no overnight sensation: Maggie Q has had been a female action star for the past fifteen years.  First known for her role in “Rush Hour 2”, she played agile heroines in movies and shows including “Nikita,” “Mission: Impossible III,” and most recently on ABC’s smash hit “Designated Survivor.”  I spoke with Maggie at the top of the Empire State Building yesterday, where she was promoting “Designated Survivor,” to find out what we can learn from her about handling succ ess that comes both fast and slow, even when your job sometimes requires an IV drip.  Ladders: How did you take the role on Designated Survivor?MQ: You know, it’s interesting because when I was first pitched the show, I didn’t want to do it.  I had just gotten off two network experiences, and they were grueling.  I mean, it’s ten months out of the year, being the lead where you wrap on the first show I ever did and then being on an IV [drip] for four weeks after.  It was no joke.  I had no fluids left in my body, everything shut down, so I take it very seriously and as I’m getting older I want to spend more time with my family, you know what I mean?  I don’t want to be working all year, I really don’t, and so I wasn’t sure about this role, I really wasn’t sold. It was then meeting David Guggenheim, our creator, that really got me because…I don’t care what anyone says about Hollywood, I want to work with good humans.  You know?  It’s too short, life, and I’ve worked on shows where I didn’t like the people that I worked for, and it wasn’t worth it.  Ladders: You’ve had success in different mediums, from television to movies.  How do you handle success as it comes?MQ: It’s funny because I’m so far removed from being successful/not successful, seen/not seen because when I’m in my work… I’m in my work.  And when I’m not, I’m an activist, so for me, those words are separate.  I’m not a big partier, I don’t go to many events, I really don’t.  I mean, I was an answer on Jeopardy once, and that I wasn’t able to handle!  My parents, however, were thrilled.  I don’t indulge in the part of the industry where you are very visible, I indulge in the work and then I indulge in the things I care about that the industry allows me to do on a certain level.  So those are my two worlds.Ladders: Over your career, I’m sure you’ve had to deal naysayers who said you were in the wrong industry, or thought you shou ld do something else, even when these words come from a place of love.  How did you deal with those people?MQ: I love naysayers, I love when people doubt you, I love when people don’t think you’re good, because I think that they add to a very healthy balance.  I was never on Twitter, and then I got on because Warner Brothers asked me to.  Before I ever knew what it was, I remember a costar showing me his Twitter account, and he was like a young, hot Hollywood dude.  So he shows me his account and says “Look Maggie, Twitter’s positive!”  So I’m scrolling through, and it’s like “You’re hot!” or “I love you!” or “I want to marry you!” and I said, “I’m sorry, I don’t think this is healthy,” to which he said “No, it’s all positive!” and I replied “exactly.”  It can’t all be positive, and people kissing your butt all day long, it’s boring and it’s weird.  It’s not real.  I need someone to tell me to stop, or wish you did this i n your work.  Even if what they are saying has good or bad intentions, there is still some value in it.  Ladders: What advice would you give to anyone who wants to have longevity success in their careers?MQ: Honestly, I would say do it for the right reasons.  Because for me, it’s always been that.  If I did this to want to be famous, I don’t know if it would’ve worked out this way.  I don’t know if my energy would’ve affected people in the way that it does now.  I really think that intention is something you cannot fake.
